Blacktop Built for Frost, Thaw and Snowplows
Asphalt paving in Eagan has a hard job. The Twin Cities average about 51 inches of snow a year, January nights average below 9 degrees at the airport, and Minnesota's building rules assume frost reaches three and a half feet into the ground across Dakota County. Every spring that frozen ground thaws from the top down, and for a few weeks the gravel under your driveway sits wet and weak above soil that is still frozen. Blacktop on a solid, well-drained base handles that cycle for decades. Blacktop on a thin or soggy base breaks up in a few seasons.
A city built mostly in the 1980s and 1990s
Eagan had about 1,185 residents in 1950 and 20,700 in 1980. Then the new Cedar Avenue bridge, the relocated Highway 77 and the completion of I-35E opened the city up, and the population more than doubled to 47,409 by 1990. That means a lot of Eagan driveways were first paved in the same fifteen-year window, and many are now on their second or third life. The city has seen the same thing on its streets: as far back as 2012 it noted that many roads built in the mid-1980s and early 1990s were due for mill-and-overlay work. If your driveway dates from that era, the question is usually whether the base is still sound enough for an overlay or whether it is time to tear out and rebuild.
Why the base matters more than the top layer
HomeGuide's driveway guide describes a typical residential build as 2 to 3 inches of compacted asphalt over 6 to 8 inches of compacted gravel, with more of both for trucks and trailers. In Minnesota we pay particular attention to the base. Soft spots are dug out and replaced with compacted aggregate, the base is shaped so water drains off and away, and edges are supported so they do not crumble into the lawn. The asphalt itself is rolled while it is still hot enough to compact.
Frost heave, spring thaw and drainage
Water is what turns cold into damage. It gets into a crack, freezes, expands and pries the crack wider. In spring it softens the base. MnDOT's research found that a day of heavy loading during the spring thaw does about five times the damage of a summer day, which is why the state restricts truck weights in spring. Your driveway sees the same physics on a smaller scale. A crowned or sloped surface, a downspout that empties onto grass instead of pavement, and cracks sealed before winter all slow the cycle down.
Eagan driveway rules worth knowing
Eagan's city code (Section 11.70) limits a residential driveway to 22 feet wide where it meets the right-of-way, requires city engineer approval for grades steeper than 10 percent, and calls for a level area in front of the garage. New curb cuts and new driveways go through the city, while replacing a driveway in the same footprint is generally simpler. Rules change, so we confirm the current requirements with the City of Eagan for your address before work that widens, moves or adds an approach.
The paving season here
Hot-mix plants in the metro typically run from spring into late fall, and the useful paving window is set by ground temperature, not the calendar. We pave when the base is thawed, dry and warm enough for the mat to compact, and we schedule sealcoating for dry, mild stretches once new asphalt has had months to cure. Late fall is a good time for crack sealing, so water has fewer ways in before the first hard freeze.
What a typical Eagan driveway replacement includes
- Measuring, checking slope and drainage, and looking at the garage slab and street approach
- Removing the old blacktop and hauling it to a recycler
- Digging out soft spots and adding or regrading compacted aggregate base
- Placing and rolling hot-mix asphalt to the thickness written in your quote
- Shaping and supporting the edges, then cleaning up
- Telling you when it is safe to drive on and when to plan the first sealcoat

Common Questions
What does a new asphalt driveway cost in Eagan?
HomeGuide's national guide lists standard asphalt driveways at about $5 to $12 or more per square foot, or $2,000 to $4,800 for a 400-square-foot driveway and $5,000 to $12,000 for 1,000 square feet. Tear-out, base repair and approach work add to that. Your written estimate after a site visit is the price.
How long do asphalt driveways last in Minnesota?
Cost guides put asphalt driveway life at 15 to 30 years. In Minnesota, where a driveway lands in that range comes down to the base, drainage and upkeep. A drained, compacted base, a sealcoat every few years and cracks sealed before winter keep it toward the long end.
What is the edge of a driveway called, and why does it crumble?
The outer boundary is usually just called the edge, and where it meets the street it becomes the apron or approach. Edges crumble when there is no compacted base under them or when water and frost undermine the shoulder. We extend the base past the paved edge and pack it so the asphalt has support.
Can you pave over my old driveway?
Sometimes. An overlay works when the old surface is cracked on top but the base is still firm. If there are frost heaves, sunken areas, potholes or alligator cracking across large areas, the base has failed and new asphalt on top will crack in the same places. We check before recommending either.
When is paving season in the Twin Cities?
Roughly late spring through fall, once frost is out of the ground and the base is dry. Paving on cold ground makes the mat lose heat before it can be compacted. We plan around ground temperature and the forecast rather than fixed dates.
How soon can I drive on new blacktop?
Usually after a few days, longer in hot weather. For the first weeks, avoid turning your wheels while parked, parking in the same spot every day, and setting kickstands, trailer jacks or ladders on it. The first sealcoat waits several months while the asphalt cures.
